EV Charging Pilot Program
Terms & Conditions
April 3, 2026
These Terms and Conditions govern participation in the EV Charging Pilot Program (the “Program”) offered in collaboration with Stepwise Electric, Eversource Energy, and The United Illuminating Company (“UI”).
By enrolling in the Program, you agree to the following terms.
1. Eligibility
To participate in the Program, you must:
Be a current residential electric customer of either Eversource Energy or The United Illuminating Company in Connecticut
Be a current or future owner of an Electric Vehicle or plug-in hybrid vehicle
Install a NEMA 240V outlet or Level 2 EV charger at your home
Agree to participate in a managed charging program operated on behalf of your utility
Additional program information can be found at:
2. Program Benefits
Participants in this pilot program will receive:
One (1) Stepwise Tap™ smart load management device at no cost
Professional installation of the Stepwise Tap device at no cost
Installation of the Stepwise Tap will be completed by a licensed electrician during the EV charger installation.
Stepwise Electric will pay the electrician directly for the installation of the Tap device.
Participants will not be responsible for paying installation costs for the Tap device.
Additional Benefits: The Stepwise Tap provides additional long-term benefits for participating homes:
Support future electrification upgrades
The Stepwise Tap helps safely manage electrical loads, making it easier to add future appliances such as heat pumps, induction stoves, or electric water heaters without requiring costly panel upgrades.
Enable managed charging participation
The system enables participation in utility-managed charging programs that help reduce grid strain and improve energy efficiency.
Access to your energy data
You get access to the energy usage of your home and your EV charger at no extra costs. Once the electrician commissions your device, you just have to create an account in the stepwise portal here and enter your device serial number.
3. EV Charger Costs
The EV charger equipment and installation costs are the responsibility of the homeowner and are not included in this program.
However, participants may qualify for additional rebates or incentives through Eversource or UI programs depending on eligibility.
Customers should consult their utility for current rebate programs and eligibility requirements.
4. Managed Charging Requirement
As part of this Program, participants must enroll their EV charger in the EV.energy managed charging platform, which operates managed charging programs on behalf of participating utilities.
Participation in managed charging allows utilities to:
Optimize EV charging times
Reduce grid strain during peak demand
Improve overall efficiency of the electricity system
Enrollment Process
During the pilot phase:
You will be asked to create an account and provide basic information to support program participation
Your Stepwise Tap device will be configured to enable participation in managed charging
You agree to:
Allow your Stepwise Tap device to connect with and participate in the managed charging platform
Allow EV charging and related energy data to be shared for program participation
Participation in managed charging is a core requirement of this pilot program.
Utility Program Terms & Future Enrollment
By participating in this Program, you acknowledge and agree that:
You will be required to accept and comply with the official Terms and Conditions of the managed charging program offered by your utility (Eversource Energy or The United Illuminating Company) and/or EV.energy
Your participation in this pilot is intended to transition into full enrollment in the utility’s managed charging program
Once system integration is completed (anticipated October 2026):
Your account information, device data, and participation details will be securely migrated to EV.energy and/or your utility’s program systems
You may be required to complete additional steps to finalize enrollment
By enrolling in this pilot program, you consent to this future enrollment process and data migration.
Managed Charging Preferences
Participants will be contacted in October to select their preferred level of participation:
Passive managed charging (default): 80% of charging is expected to only take place during off-peak times (payment of $10 per month, up to $120 per year)
Active managed charging: Set charging schedule to completely take place during off-peak times, with no more than two overrides (payment of $25 per month, up to $300 per year)
If no selection is made, participants will be automatically enrolled in passive managed charging.
5. Data Sharing and Privacy
Participation in the Program requires the collection and sharing of certain energy usage and EV charging data.
By installing the Stepwise Tap device and enrolling in managed charging, you agree to allow:
Stepwise Electric
EV.energy
Eversource Energy and The United Illuminating Company
to access data related to:
EV charging activity
Total household electrical load profile (to ensure you are within safe limits of the panel)
Device performance and program participation
This data will be used solely for:
Operating the pilot program
Evaluating grid impacts and EV charging behavior
Improving EV charging programs and grid management
All data will be:
Securely stored using Amazon Web Services (AWS) infrastructure
Protected using industry-standard security practices
Not sold or shared with unaffiliated third parties
Customers retain full ownership of their energy data.
Data Migration
During the pilot phase, data may be stored and managed by Stepwise Electric.
Once system integration is completed (anticipated October 2026):
Relevant participant data will be securely transferred to EV.energy and participating utilities
Data will continue to be managed in accordance with utility and EV.energy privacy policies
By enrolling in this Program, you consent to this secure data transfer and ongoing data use.
6. Device Operation
The Stepwise Tap device is a smart load management device installed in your electrical system to enable safe EV charging without requiring certain electrical panel upgrades.
The device may:
Monitor electrical load on the home
Adjust EV charging power levels when necessary to protect the electrical system
Communicate with managed charging software platforms
The device is designed to operate safely and automatically in coordination with your EV charger. The device is certified by an NRTL to required safety standards (UL916).
7. Pilot Program Nature
This Program is a limited pilot program intended to evaluate new technologies for EV charging and grid management.
As such:
Participation may be limited in number
Program terms may evolve based on pilot results
Participants may be contacted for feedback or surveys
Participation is voluntary.
8. Installation Authorization
By enrolling in the Program, you authorize:
The installation of a Stepwise Tap device in your electrical panel or electrical circuit
Your electrician to complete the installation in coordination with Stepwise Electric
The installation will be completed according to applicable electrical codes and standards.
9. Program Modifications
Stepwise Electric and participating utilities reserve the right to modify or end the pilot program if necessary due to operational, regulatory, or safety considerations.
Participants will be notified of any significant program changes.
